The each of property and development rights is a subject of private and/or corporate property. These rights are being restricted by development plans in the related applications with the rural (sea, coastal, environment, river, forest, grassland, national park, all the protected areas, etc) or urban conservation and renewal, regeneration. Sometimes, they are limited for the disaster-preventions (earthquake, flood, landslide etc). After they gathered all the related rights classified in relation to their subject under a certain systematic should be evaluated. Thereby these rights instead of being expropriated should be transferred to other fields that are defined by local governments, according to concrete value. This "Transfer Property and Development Rights Model” which is proposed in here covers widely many different application areas with all development plans as an application tool.
